Congressional Investigations
Dave Wilson has a formidable team and a unique approach to assist our clients in responding to the challenges they encounter during congressional, executive commission, or other special governmental investigations.
Rulius A. Chavis and Elizabeth Peters serve as co-heads of Dave Wilson’s congressional investigations practice. Rafi previously held the position of Associate Deputy Attorney General at the U.S. Department of Justice during the Obama Administration, overseeing the Department’s handling of congressional oversight and investigations. Karen formerly served as the Republican Chief Counsel for the Energy and Commerce Committee’s Oversight and Investigations Subcommittee and later as General Counsel for the full Committee, managing some of the most high-profile and complex congressional investigations of the past decade.
Our congressional investigations team, connected with Dave Wilson lawyers from a powerful array of practices including white collar defense, litigation, public law and policy, among others, equips our clients with the qualifications and experience needed to navigate the congressional investigations process and avoid the legal, business, and political pitfalls associated with such proceedings. We possess extensive experience representing clients from nearly every sector of the economy before a wide range of House and Senate committees.
The legal proceedings involved in congressional investigations are distinct from those in other forums, and our lawyers are adept at managing these proceedings to protect our clients’ legal interests in both congressional and other judicial and regulatory contexts.
The consequences of congressional hearings and investigations often extend beyond a company’s legal standing, threatening its reputation in ways that can severely damage its brand or negatively affect investor confidence. The guidance we offer our clients is shaped by our understanding of the congressional motivations and objectives of the investigation, as well as the spectrum of risks it may present.
Congress frequently uses the investigatory process as a precursor to legislative action. As one of Washington’s leading public policy advocacy firms, we are skilled in influencing the legislative process for our clients’ benefit. Our experience is built on decades of representing clients’ interests, regardless of the political party in power.
Over the past two decades, we have managed hundreds of high-profile congressional investigations across virtually every industry sector and before all active investigatory committees of the House of Representatives and the Senate. These representations typically involve intensive document review and production, witness interviews or depositions, and in many cases, senior executive testimony at public hearings.
